France and the European Union are coordinating a joint effort to attract American researchers concerned about the impact of recent policy decisions in the United States, especially those taken under Donald Trump. The new European program, called “Choose Europe for Science,” aims to create a welcoming and stable environment for academics in the fields of artificial intelligence, health and climate science.
The official announcement will be made at the Sorbonne University in Paris by Emmanuel Macron and Ursula von der Leyen. The proposal includes financial incentives, institutional support, legal certainty and academic freedom for scientists interested in establishing themselves in Europe.
According to the French president's office, Europe is positioning itself as a "stable" space for long-term research, free from political or ideological barriers. The measure reinforces the continent's commitment to becoming a global reference in science and technology.
Countries such as Germany, Spain and France have already called on the European Commission to take coordinated action to stem the brain drain and boost investment in innovation. The French government even launched the “Choose France for Science” program in April, which serves as the basis for this new continental strategy.
Although European investment in scientific research has historically lagged behind that of the United States, the current geopolitical and academic moment creates an opportunity for Europe to consolidate its position as a priority destination for high-level scientists.
The initiatives are being well received by European educational institutions and research centers, which see the measure as a real chance to expand international collaborations and boost strategic projects in the areas of artificial intelligence, biotechnology and energy transition.
