The 'escape hatch' (referring to the emergency withdrawal mechanism for cross-chain assets in extreme situations) is not a property of Layer 2 networks, but rather a property of cross-chain bridges. Currently, there are no engineering or technical barriers preventing the construction of cross-chain bridges on the Solana blockchain targeting the Ethereum Layer 1 (L1) network. In other words, it is possible to make Ethereum L1 serve as Solana's 'Layer 2 network,' while providing complete withdrawal guarantees for cross-chain assets. Achieving this does not require any modifications to Ethereum, and as the difficulty of implementing zero-knowledge proving (Zk proving) technology on Ethereum L1 decreases, the difficulty of building such cross-chain bridges will also decrease."
